I'd say an oil change and set of filters is par for the course. The true budget fix for the dual zone climate control -- if you have the guts for it -- is to cut into the unit, glue the bust shaft, then glue the box back up. IIRC there's a howto on 407owners.com. Discs and pads are consumables so that's kinda tough.

For your first car..very good. Good handling, confort is very nice. I have one 2º hand, with 220.032km and it is easy to drive. Yes the size of it may complicate on the start, but you get the hang of it sooner than you tink. 1.6hdi is a weak engine for a 407, in my case it is as i have a SW. 2.0hdi is the most effective price/range.
